CONSENT AGENDA

1. Approving the City’s cost of providing Diseased and/or Dangerous Tree Removal services during February to April 2026, and setting date of Legislative Hearing for July 7, 2026 and City Council public hearing for August 19, 2026 to consider and levy the assessments against individual properties. (File No. 2605T, Assessment No. 269005)
2. Authorizing the City to enter into an agreement with the Minnesota Department of Transportation for scope related to the federal Congestion Mitigation Air Quality (CMAQ) grant for the Twin Cities Electric Vehicle Mobility Network (Project Title: Evie Carshare) through the Metropolitan Council’s Transportation Advisory Board (TAB) regional solicitation in the 2026-2029 Statewide Transportation Improvement plan.
3. Authorizing the City Attorney’s Office to accept $34,941.75 in additional funds and amend the 2026 Special Fund Budget for an amended award from the Minnesota Department of Public Safety (DPS), Office of Justice Programs (OJP) Crime Victim Services grant program.
4. Establishing the rate of pay for the classification of Production Operations Manager, Grade 020 in EG 09, Saint Paul Supervisors Organization. (To be laid over one week for adoption)
5. Authorizing signature of the Joint Powers Agreement between the Saint Paul Department of Parks and Recreation and Capitol Region Watershed District (CRWD).
6. Approving the application for change of ownership to the Gas Station (License ID #DSIBLFUEL-000709-2026) and Tobacco Shop (License ID #DSIBLTOBAC-000710-2026) licenses now held by Northport Energy LLC d/b/a NP Lexington C-Store for the premises located at 374 Lexington Pkwy N.
7. Directing the Department of Safety and Inspections to proceed with the 10-day license suspension adverse action against Maryland Supermarket INC d/b/a Maryland Supermarket (License ID #20160002943) for the premises located at 444 Maryland Ave W Ste C.
8. Approving the Memorandum of Agreement between the City of Saint Paul and the Sprinkler Fitters Local Union No. 417 for the 2026 June Wage and Fringe Adjustment.
9. Approving the Labor Agreement (January 1, 2026 - December 31, 2028) and Memorandums of Agreement between the City of Saint Paul and the International Union of Operating Engineers, Local 70.
10. Recognizing?Immigrant Heritage Month, World Refugee Day, and Caribbean American Heritage Month.
11. Honoring the life and legacy of Mark, Melissa, and Gilbert Hortman and proclaiming June 14th, 2026, as Mark, Melissa and Gilbert Hortman Day in Saint Paul.
ORDINANCES
An ordinance is a city law enacted by the City Council. It is read at three separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Pioneer Press. Public hearings on ordinances are generally held at the second reading.
PUBLIC HEARINGS

12. Granting the application of AuMer Development Group to rezone property at 213 Bates Avenue from H2 Residential to T1 Traditional Neighborhood and amending Chapter 60 of the Legislative Code pertaining to the zoning map.
14. Approving the application of Saint Paul Pride Festival for a sound level variance in order to present amplified sound for Saint Paul Pride Festival event on June 13 and 14, 2026, at 725 Raymond Avenue - Dual Citizen.
15. Amending the 2026 financing and spending plans in the Fire Department in the amount of $13,000 for the 2024E Hazardous Materials Emergency Preparedness (HMEP) Grant.
16. To amend the Parks and Recreation 2026 Grant and Aid Fund for a $500,000 donation from Como Friends, a non-profit to promote, support, preserve and enhance the Como Zoo and Marjorie McNeely Conservatory.
17. Approving the establishment of the Galtier Plaza Tax Increment Financing District (a Redevelopment District) in the Seventh Place Redevelopment Project Area and approving the adoption of a Tax Increment Financing Plan therefor and the use of a Project Labor Agreement.
RECESS
The City Council will recess and then convene as the Housing and Redevelopment Authority (HRA) to take up RES 26-926, Galtier Plaza Tax Increment Financing District (a Redevelopment District) in the Seventh Place Redevelopment Project Area and Adopting a Tax Increment Financing Plan therefor, (ii) an Amendment to the Tax Increment Financing Plan for the Minnesota Event Tax Increment Financing District, (iii) an HRA Budget Amendment, and (iv) the Execution of a Tax Increment Development Agreement and Related Documents, Including the Issuance of a TIF Note and Forgivable Spending Plan TIF Loan for the Project. HRA will then adjourn and the City Council will reconvene.

Authorizing the Police Department to accept the 2027-2029 Auto Theft Prevention Program Dedicated Investigator grant from the State of Minnesota, Department of Public Safety, Bureau of Criminal Apprehension authorizing the execution of the grant agreement and amending the 2026 grant budget and adding activity budget.
19. Authorizing the Police Department to accept the 2026 Pathways to Policing grant from the State of Minnesota, Department of Public Safety, Office of Justice Program authorizing the execution of the grant agreement and amending the 2026 grant budget and adding activity budget.
