2. Authorizing the Department of Planning and Economic Development to apply to the Metropolitan Council for Livable Communities Demonstration Account for a Transit Oriented Development (LCDA-TOD) project at 680-694 Minnehaha Avenue East (Hamm's Brewery Redevelopment: East End), and LCDA-Development projects at 1570 White Bear Avenue North (Gloryville), and 42 Water Street West (Farwell on Water District Connections), which will include indemnification provisions in favor of the Metropolitan Council.

8. 9. 10. Authorizing the Department of Parks and Recreation to accept funds and enter into a grant agreement from the Saint Paul Foundation for Right Track, the City’s Youth Employment Program in an amount of $30,000 for the 2024 and 2025 program years.

ORDINANCES
An ordinance is a city law enacted by the City Council. It is read at three separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Pioneer Press. Public hearings on ordinances are generally held at the second reading.
Final Adoption
21. Amending Title XII of the Legislative Code to add Chapter 143 titled Comprehensive Downtown Improvement Special Service District.
22. Adopting the 2025 Operating Plan for the Comprehensive Downtown Improvement Special Service District and imposing a service charge pursuant to Minnesota Statutes Chapter 428A. (Public hearing closed and laid over from July 17, 2024)
24. Authorizing the acceptance of $30,000 in total grant funding from the Minnesota Pollution Control Agency, which will be matched with $6,000 in City funds specifically allocated for grant matching, for charging equipment for the City’s EV Spot Network; authorizing the execution of a grant agreement; and amending the 2024 Grant Budget.
26. Amending the 2024 Regional Water Services Adopted Budget resulting in an increase of spending in the amount of $26,300 for grant funds from Capitol Region Watershed District Planning.
27. Approving the application of Ragnar Events, LLC for a sound level variance in order to present amplified sound on Friday, August 9, 2024 at 30 Sherburne Avenue - Cass Gilbert Park.
28. Approving the application of Hot Summer Jazz Festival for a sound level variance in order to present live amplified sound on July 27, 2024 at 226 Spring Street - Upper Landing Park.
29. Authorizing the City to accept, and amend, the Police Department Special Fund Budget for two donations totaling $109,694.80 from the Saint Paul Police Foundation to support purchase of ballistic shields and breaching tools.
30. Amending the financing and spending plans in the General Government Capital Maintenance Programs in the amount of $403,564 to match the actual cost of repairs for approved project.
31. Authorizing the City on behalf of the Police Department (“SPPD”) to accept and amend the 2024 Special Fund Budget for a 2024 National Forensic Sciences Improvement Grant, issued by the Minnesota Department of Public Safety (DPS).
